The project is divided in four technical project phases supported by three phases on coordination, monitoring/evaluation and dissemination/mainstreaming measures.
Phase 1: The role of MSE finance for restructuring processes at regional and sectoral level will be elaborated. Based on a status-quo analysis of each region, partners exchange their findings and work on first recommendations for their regions.
Phase 2: The transferability and adaptability of the character based lending approach and other innovative methodologies is elaborated. An action-plan is set-up for instruments to be adapted to the regional context. Results are discussed.
Phase 3: Options and concepts are elaborated in order to introduce a market oriented MSE finance strategy, which uses the character based lending methodology. The legal framework is analysed. Introductory options concerning the participating regions are elaborated and potential investors identified. A general guide is developed to simplify the replication of the concepts.
Phase 4: Options and concepts are discussed with respective administrative bodies and local banks and with potential investors in order to generate a political will supporting such approaches and raising funds for implementing them.
